カンクン会議: 3日目

きょうも強い風が強いですね．青い海が波立っています．海で泳ごうと思っている人にはあいにくです(わたしは水着を持って来るのを忘れてしまいました...)．

さて，昨日(水曜)は，交渉では，CDM理事会や JISCからの報告がありました．それをベースに，きょうからコンタクトグループ(テーマごとの交渉)が動き出します．

驚いた点は，AOSIS(小島嶼国)の新議定書案に関するコンタクトグループが設立されました．これが，法的な位置づけが明確でなかった(言い換えると国際協定を作るとは明言されていなかった)AWG-LCAの交渉に，影響を与えるかしれません．Zammit Cutajar (むかしのUNFCCC事務局長)が議長をつとめるので，期待しましょう．

昨日は，IPCCのサイドイベントがありました．E-mail流出事件など一連の出来事の中，大きくなってきているIPCCの役割の中で，その役割に見合ったガバナンス構築を，Pachauri議長が話をしていました(そうそう 彼の頭にblack carbonがsequesterしたのは???)．IPCCの役割に関しては，ここに書いたものがありますので，よろしかったらどうぞ．

それから，2007年のノーベル平和賞を基金に，途上国の若い研究者育成プログラムが動き出しているということでした．すばらしいお金の使い方ですね．

それから，現在の AR5 (第5次評価報告書)の状況，その中の不確実性の評価などのクロスカッティングイシューの扱い方のガイダンス，政策担当者や社会へ「わかりやすく．政策に役立つ形での」科学的情報提供の重要性，現在進行形の特別報告書 ("Managing the Risks of Extreme Events and Disasters to Advance Climate Change Adaptation", "Renewable Energy Sources and Climate Change Mitigation")などの説明もありました．あまり中身に踏み込んだ(新しい知見に関する)説明がなかったのは残念ですが，クロスカッティングイシューや，「条約第2条(究極の目的)に対してIPCCが言えること」は，Pachauri氏が副議長だったTAR (第3次評価報告書)のとき，いっしょにガイダンスペーパーや統合報告書を作成したこともあり，なつかしく感じました．

中国政府のサイドイベントも，IPCCと同時にあったので，参加できなかったのは，残念でした．

その他のサイドイベントでは，スマートグリッドの話を聞きました．

電力の相互コミュニケーションという本来の視点が上手にプレゼンテーションされましたが，そこからの拡張，たとえばガスなどの他のエネルギーや，カーボンマネージメントという視点が薄かったのがすこし残念でした．

夜，NIESの藤野さんのマネージで，日本人たちといっしょに食事に行きました．なかなか怪しい(!)メキシコ料理屋さんでした．

そうそう，昨日お知らせした，日本代表の発言ですが，わたしは直接聞いていないのですが，話によると，その瞬間に会場が凍ったようです．案の定 昨日の Fossil of the Day にも選ばれていました...

ECOの記事でも大きく採り上げられています(下に添付します)．ECOも Fossil of the dayも，環境NGOの意見で，バイアスがかかる傾向があるのですが，今回はみなの意見を代表しているような気がしました．

 

Japan: No to Kyoto Under Any Circumstances

When leadership was needed most, the home country of the Kyoto Protocol made a de- structive statement in the KP plenary. It re- jected a second commitment period of the Kyoto Protocol by saying ‘Japan will not inscribe its target under the KP on any condi- tions or under any circumstances’.

‘Preferring’ a single-treaty approach is one thing, but aggressively denying the future of Kyoto is quite another. The statement upset many Parties and created an unconstructive atmosphere.

This COP was supposed to be the place to rebuild trust among parties, but Japan’s move not only could degrade trust but even poten- tially wreck the negotiations.

At a time when the world is seeking to strengthen the climate regime, Japan’s hard stance, in the guise of getting the US and China to make mitigation commitments, risks leaving us with no deal at all.

A large majority of Parties have said they want a legally binding outcome. It’s time they hold firm to the legally binding treaty that was so hard-won in those late nights in Kyoto. Japan should honour the basic frame- work that all countries agreed in Bali, which is for developed country Parties to continue their mitigation obligations under the KP, for a legally binding agreement under the LCA track to include comparable efforts for the US, and for the developing countries to un- dertake nationally appropriate mitigation ac- tions that are supported by finance, technol- ogy and capacity building.

Does Japan really want to be known for the burial of the Protocol that was born in one of its beautiful cities?
